Cash-strapped Harrisburg turns to Wild West auction for funds

The city of Harrisburg, Pennsylvania?s state capital, has been ridden with a massive debt since costs to rebuild a municipal trash incinerator spiraled into a $300 million albatross.

Might some relics from the Wild West ride to the rescue?

As Day 1 of a week-long auction started Monday morning, auctioneer Arlan Ettinger said he is confident thousands of historical items from the American West will help salve the city's financial woes.

?It?s not just a mixed bag of antiques,? said Ettinger, the head of Guernsey?s Auction Co.?

The trove of artifacts is actually the product of the failed vision of Harrisburg's former mayor Stephen Reed, who committed $8.3 million in taxpayer money toward historical artifacts that were scheduled to be on display in a now-derailed museum project.

Reed, the city?s mayor for 28 years, acquired more than 8,000 items over a 15-year span that he hoped would populate an Old West and African history-themed museum.

Reed lost a Democratic primary as the disastrous incinerator deal unfolded, and the museum was never built. The artifacts have been sitting in a storage unit for years. The collection includes artifacts from legends like Wyatt Earp, Buffalo Bill, Gen. George Custer and Jesse James, American Indian items, Old West furniture and Spanish-American pottery and much more.

Ettinger said the story has piqued a lot of interest in the antique community, with more than 10,000 bidders signed up online.

?There are more people that are registered to bid in this than any other auction I?ve heard of,? he said.

Bidders can participate online, by calling in or by visiting the actual location in City Island, Pa., through the week.

Of the 8,000 items up for grabs in this at the Wild West auction, Ellinger said the rifles are likely to be the most popular. They will be auctioned Wednesday.

Current Mayor Linda Thompson predicted about $8 million in revenue from the auction. Some say that estimate is high and the city is likely to come out in the red on the deal, but Thompson said any money will help.?

?If we can get a couple million out of that, then certainly the funds would be used to add to the sustainability of our community,? Thompson said.

The city has a contract with Ettinger's company to receive 85 percent of the proceeds by the end of 2013.

Asia stocks rise, brush off slower China growth

BANGKOK (AP) ? Asian stock markets mostly posted modest gains Monday, registering relief that a slowdown in China's economic growth wasn't as sharp as feared.

The world's second-largest economy grew 7.5 percent from a year earlier in the second quarter, slowing from the previous quarter's 7.7 percent, as weak trade and a clampdown on lending took their toll.

It was the second consecutive quarter of slowing growth but still strong enough to suggest China could still meet Beijing's 7.5 percent growth target for this year.

A clampdown on a credit boom had contributed to jitters that China's growth might fall below 7 percent. That would hurt companies around the world that have become increasingly reliant on breakneck Chinese growth to boost earnings.

Nomura analysts Zhiwei Zhang and Wendy Chen said they were maintaining their 2013 growth forecast for China at 7.5 percent but trimmed their 2014 forecast to 6.9 percent from 7.5 percent.

"The government has made it clear to the public that it is less concerned about the growth rate and more about the quality and sustainability of growth," they said in a report.

To avoid a sharper slowdown, China's central bank is likely to lower the proportion of deposits that banks must keep in reserve by a total of 1.5 percentage points by the middle of next year, the Nomura analysts said.

Hong Kong's Hang Seng was down 0.3 percent at 21,218.90 and Sydney's S&P/ASX 200 added 0.1 percent to 4,981.10. South Korea's Kospi rose 0.3 percent 1,875.16.

Mainland China's Shanghai Composite Index advanced 0.9 percent to 2,057.22. Japan's financial markets were closed for a public holiday.

Elsewhere, benchmarks in Singapore, India, Taiwan and New Zealand rose while Indonesia and Thailand fell.

The gains in Asia also came after Wall Street eked out new highs.

After spending most of Friday flat or down, U.S. stocks rallied at the last minute and closed slightly higher, just enough to post record highs for the Dow Jones industrial average and the Standard & Poor's 500.

The gains were tiny. And the record doesn't mean much for investors, who hardly have any more money now than they did a day earlier. But it is a sign that investors believe the market's rally this year may not be over yet.

In energy trading, benchmark crude for August delivery was up 21 cents at $106.17 a barrel in electronic trading on the New York Mercantile Exchange. The contract gained $1.04 to $105.95 in New York on Friday, driven higher by continuing tensions in Egypt and a sharp drop in U.S. crude stockpiles.

The euro fell to $1.3048 from $1.3066 late Friday. The dollar rose to 99.38 yen from 99.14 yen.

Daily Chronicle | U.S. Jamboree requires health-conscious Scouts

GLEN JEAN, W.Va. ? This year?s Boy Scouts of America?s national Jamboree is being billed as the most physically demanding in its history: There?s rock climbing, rappelling, whitewater rafting and biking. And Scouts will go about the sprawling, hilly landscape the old-fashioned way ? on foot.

Thousands of Scouts gather for 10 days starting Monday at a new location in West Virginia. Officials designed the 1,000-plus acre Summit Bechtel Family National Scout Reserve to take advantage of the Mountain State?s natural assets, and they also put into place new physical fitness requirements that eliminated morbidly obese Scouts from participating.

?Part of the design in building this site was to address the need for physical fitness in our youth, which of course is a longstanding component of Scouting,? said Dan McCarthy, director of the BSA?s Summit Group. ?We saw this as an opportunity to integrate some new challenges ... so we deliberately spread the site to enable us to encourage Scouts and basically require Scouts to move about the site by foot.?

This year, 30,000 Scouts ages 12 to 20 and their leaders were required to meet a threshold for body mass index and other health factors before being allowed to participate. Jamboree applicants with a BMI ? a measure of body fat determined through height and weight ? of 40 or higher were deemed ineligible. Those who fell between 32 and 39.9 faced providing additional health information to Jamboree medical staff.

Nationally, about 17 percent of children ages 2 to 19 are considered obese ? triple the rate from a generation earlier, according to the Centers for Disease Control and Prevention.

?We required a level of fitness in order to come to the Jamboree that we haven?t required before,? McCarthy said. ?And that has motivated an enormous return in terms of both kids and adults getting serious about improving their health.?

Soon, the Scouts will know why. Besides offering a whole lot of fun, dozens of venues will test their physical skills and fitness. At some point during the Jamboree, every participating Scout will be asked to take a 3-mile trek up a mountain.

Their reward: A barbecue waiting at the top.

?We certainly want to get the Scouts outdoors, challenge them and have a healthy lifestyle,? said Gary Hartley, the Summit?s director of community and governmental relations. ?We talk about the three C?s as kind of the pillars, and that is cardio, character and citizenship. We have all of those embodied here.?

From 1981 to 2010, the Jamboree was held every four years in Fort A.P. Hill, Va. That gathering on a flatter, borrowed Army base limited the size and scope of the Jamboree?s operations.

In 2009, southern West Virginia was chosen out of 80 proposals from 28 states as the Jamboree?s new home. Along with being the permanent home of the national Jamboree, whose theme is ?Go Big, Get Wild,? the Summit will serve as one of four high-adventure camps for the Scouts and will host the 2019 World Jamboree.

While Scouts will be roughing it outdoors, Hartley said walking won?t be that rough. It?s 1.5 miles from the furthest tent to the center of activity at the Summit, compared to 3 miles at Fort A.P. Hill.

Even the short, casual stroll isn?t meant to be boring. A 786-foot suspension bridge connecting two of the Summit?s six base camps to one of the outdoor activity centers has catwalks on either side.

The Summit?s offerings are numerous. There are simple activities such as fishing on four different lakes. There?s also the chance to get even wetter with whitewater rafting trips and learning to scuba dive and kayak in the Summit?s Olympic-sized pools.

Among the bigger, more extreme venues, there are 50 mountain bike trails. The 11 BMX tracks and jumps total the size of about five football fields. A paved skateboard park was built by the same team that designed venues for the Summer X Games, and it includes a bowl, a vertical ramp, street-style combinations and a foam pit for Scouts to try out new tricks.

?This is the exact opposite of ?no skateboards or roller blades allowed,?? Hartley said.

Some of the venue designs fit in with the BSA?s motto of building Scouts? confidence because they enable the youngsters to choose what fits their skill levels. Venues at Fort A.P. Hill addressed only the average skill set.

?Those are very different approaches to what we?ve done here that clearly is going to excite kids and provide opportunities that we?ve never had before,? McCarthy said.

The planning includes incorporating safety procedures into staff training and venue oversight. Scout leaders want to be careful that exercise doesn?t become exhaustion or worse.

In 2005, four adult Scout leaders were killed in an electrical accident on the opening day of the Jamboree. In the four days of intense heat that followed, more than 300 Scouts and visitors fell ill. In 1997, a Scout was killed at the Jamboree after the Army Humvee he was driving overturned.

Vacation Bible School is in full swing at Presbyterian church

Vacation Bible School is in full swing at the Mercer Island Presbyterian Church with the theme, ?Everywhere Fun Fair: Where God?s World Comes Together.? Kids from age 4 through fifth grade are learning Bible stories and verses, completing a service project, making crafts and playing games through Friday this week.

With team names such as the Jelly Donuts, Corn Dogs and Cotton Candy, 65 total children are in attendance with dozens of volunteers helping out. There are 71 volunteers altogether, serving at different times. MIPC has partnered with a homeless shelter for families, Julia?s Place, to bring five children to VBS with full scholarships. The shelter, Julia?s Place, is located in the basement of Seattle?s Madrona Grace Presbyterian Church, whose pastor provides transportation for the children from the shelter to VBS every morning.

The church is supporting the nonprofit Friends of the Children - King County by providing 99 filled backpacks for low-income, at-risk children. The VBS kids packed the backpacks full of supplies ? rulers, notebooks, pens, pencils, erasers, binders and more ? for all grades, K-12.

?The kids really got it ? not all kids are lucky on Mercer Island and have school supplies,? said Kathy McDonald, the project coordinator.

MIPC raised $3,000 at its community rummage sale in May and used that money to purchase the school supplies. Target also contributed to the fund.

?We do VBS for a couple of purposes ? to be an outreach, to meet our neighbors. To welcome children to discover that church is fun, that it?s for them, and that it is a place to learn that God?s love is for them and that they are all accepted. The theme this year is that God?s love is for everyone, for the whole world. Everyone is welcome,? said Jennifer Paterson, Director of Ministries for Children and Families. ?It?s a chance to make new friends, a chance for our kids to know God?s love and joy ? it?s a lasting memory that makes an imprint on a child?s life forever.?

The church?s gym has been transformed into a ?global marketplace,? with booths of various countries such as Brazil, Mexico, South Africa and Australia.

On Wednesday, kids learned Jesus' parable of the Good Samaritan, with the focus on how to be a good neighbor. A skit was performed.

?God loves a cheerful giver,? Islander Marla Briggs told the children.

Rival rebel factions fight in Syria's largest city

BEIRUT (AP) ? Western-backed opposition fighters and a faction of al-Qaida-linked rebels turned their guns on each other Saturday in Syria's largest city, battling for control of a key checkpoint in the latest eruption of infighting among the forces trying to topple President Bashar Assad's regime, activists said.

The clashes between rebels affiliated with the Free Syrian Army and fighters from the Islamic State of Iraq and the Levant underscored the growing phenomenon of rebel-on-rebel violence that has sapped strength from the broader anti-Assad movement. It also underscores the rebels' inability even more than two years into the conflict to unite around a unified command, as well as the deepening rift between more secular opposition fighters and Islamic extremists in the rebel ranks.

The Britain-based Syrian Observatory for Human Rights said Saturday's clashes were focused on the strategic checkpoint in Aleppo's Bustan al-Qasr district that serves as the sole gateway between rebel-held eastern districts and the government-controlled areas in the west. Earlier this week, al-Qaida-linked militants seized the checkpoint and closed it for several days, cutting the flow of food supplies to the government-held quarters of the city. That spurred protests by residents suffering from food shortages at the start of the Muslim Holy month of Ramadan.

The Observatory said the fighting rattled the neighborhood throughout the morning, but subsided by the afternoon as the al-Qaida-linked rebels pulled out of the area. It was not clear which group was in control of the checkpoint, where residents were staging a protest to vent their anger at soaring food prices. The area also witnessed clashes between rebels and government troops.

One of the most troubling outbursts of infighting among opposition fighters took place Friday, when the FSA said one of its commanders, Kamal Hamami, was shot dead by al-Qaida militants in the Jabal al-Turkoman mountain area in the coastal province of Latakia. Hamami, known as Abu Basir, served in the Supreme Military Council of the Free Syrian Army, a group headed by a secular-minded moderate that has the support of Western powers.

Activists monitoring Syria's more than 2-year-old conflict have previously reported sporadic infighting among rebel groups over control of the territory they've captured in the north along the border with Turkey. Those clashes were mostly between Kurdish and Arab rebels, and have subsided since a ceasefire agreement was reached earlier this year.

The fighting between moderate and jihadi groups that have for months battled Assad's regime together have become more frequent in recent weeks. The clashes have largely focused on border crossings with Turkey and vital installations, like bakeries, water wells, petrol stations and checkpoints in the north, according to the Observatory.

Another activist said the fighting is aimed at establishing control over the flow of food and aid to the residents. Each group is also trying to set up governing structures over the territory in the north the opposition has controlled for a year and take a cut of money from goods being smuggled into Syria over the border with Turkey.

The activists did not want to be quoted by name for fear of reprisal from both groups.

Militant Islamic groups, including those with links to al-Qaida, have been the most effective fighting force on the opposition side in the past year, spearheading many of the attacks that captured military bases, towns and villages and whole neighborhoods in Aleppo. In late February, Islamic battalions led the assault and conquered the eastern city of Raqqa, making it the first Syrian city to entirely fall under rebel control. Moderate factions are now fighting jihadi groups for a say in running of Raqqa.

In the central province of Homs, video emerged Saturday that appeared to show a government airstrike on the Krak des Chevaliers, one of the world's best-preserved Crusader castles. Government troops have been pressing an offensive against rebels in the province in recent months, and the town, which goes by the same name as the castle, has been under attack by regime troops for the past four days.

The Observatory said Syrian warplanes carried out at least three airstrikes in the area on Friday, but the activist group could not confirm whether the fortress itself had been hit. It also said government forces have ordered residents to evacuate the town, apparently in preparation for a full-scale attack on the area.

The imposing Krak des Chevaliers, which towers above the surrounding countryside from its hilltop perch, has a storied history. It held off a siege by the Muslim warrior Saladin nearly 900 years ago, and was lauded centuries later by Lawrence of Arabia for its beauty.

The fortress has already been damaged over the course of the civil war, but if the hit it took Friday is confirmed, it would mark the worst destruction to the building so far.

An amateur video posted to YouTube appeared to show a missile striking one of the castle's towers, sending a plume of smoke and dust into the sky. The off-camera narrator says the date is July 12, 2013. Another video purportedly taken from inside showed a hole in the thick stone ceiling of the castle, and a mound of debris and heavy stones under the open roof.

The videos appeared genuine and corresponded to other AP reporting on the events depicted.

Many of Syria's archaeological sites have been badly damaged by the country's civil war. Aleppo's centuries-old covered market was gutted by fire last year, while in April, the 11th-century minaret of the famed Umayyad Mosque that towered over the narrow stone alleyways of Aleppo's old quarter collapsed during fighting between troops and rebels.

GOP Congressman: We'll Be Talking About the Trayvon Martin Case 'For a Long Time to Come'

In a dramatic end to a case that has played out for over a year, George Zimmerman was found not guilty of any charges related to the death of Trayvon Martin, an unarmed black teenager who was shot by Zimmerman.

The case wasn't just a fascination for the broader American public, but for politicians as well. This was especially true after President Obama said in March, 2012 that, if he had a son, "he'd look like Trayvon." On Saturday night, the reactions from D.C. started coming in soon after the not-guilty verdict was reached.

The first came from Rep. Corrine Brown, who represents Florida's fifth district:

Later on Sunday, Florida Rep. Frederica Wilson tweeted:

This bold response came early from Texas Rep. Joaquin Castro, who is widely viewed as a big part of the Democratic Party's future:

Castro was referring, in part, to statements during a defense press conference Saturday night where O'Mara said that if George Zimmerman had been black, he never would have been charged with Trayvon Martin's murder. In explaining that opinion, O'Mara said that "those people who decided that they were going to make [Zimmerman] a scapegoat would not have" if he he was black. As The New Yorker's Jeffrey Toobin pointed out, O'Mara didn't really do himself any favors opining here, calling his statements "absurd." The defense's position, which won out in the end with the jury, was that Zimmerman shot Martin in self-defense.

Castro later followed-up:

In a separate press conference, Benjamin Crump, the attorney for the Martin family said: "To everybody that put their hoodies up, and to everybody that said 'I am Trayvon,' his family expresses their heartfelt gratitude." In response to a similar question about what would have happened had Zimmerman been black, Crump said:

Well, we know that a 17-year-old unarmed boy was killed. And I think all America has to dig deep in their hearts to find how we as a society can learn from this tragedy and make sure it's not repeated.

On This Week?on ABC Sunday morning, Crump elaborated on O'Mara's statement about what would have happened had Zimmerman been black:

If you go to any courtroom in America on any given day, you will see the number of African American males being convicted on not much evidence at all. Not that it's right, but you will see that nobody in America worries that a black man won't be convicted in court. That's not a big issue.

Democratic Rep. Hakeem Jeffries of New York kept the "I am Trayvon" sentiment alive into Saturday night:

And Rep. Elijah Cummings of Maryland used the verdict as a call to action:

Rep. Gregory Meeks joined the other New York members of Congress in commenting on the verdict on Twitter. Like Rep. Cummings, he hoped that change could come in the case's aftermath:

Weiner wasn't the only politician running for New York City office to weigh in. On This Week?Sunday, former New York Governor and comptroller candidate Eliot Spitzer called the case "a failure of justice."

On the Republican side of the aisle, former RNC chair Michael Steele also spoke out on Twitter:

Just because Zimmerman has been cleared on all charges doesn't mean that this case is over. The NAACP on Saturday night posted a petition to the Department of Justice, asking Attorney General Eric Holder to file civil rights charges against Zimmerman. New York Congressman Jerry Nadler seemed to voice some support for such an effort:

Also on CNN Sunday, Rep. Raul Grijalva (D-Ariz.) said that "I think it's right to ask the Justice Department to fully, fully pursue civil rights violation...to lead to a consquence of charges if necessary." On the same show, Rep. Chakah Fattah (D-Penn.) particularly lamented the fact that George Zimmerman will get his gun back. And he was worried about the standard that the verdict will set: "If someone tells you not to follow a kid, then you follow him, and you get out of your car, and you shoot him and you kill him, then that's okay."

Texas Gov. Rick Perry was also on CNN, and was asked by host Candy Crowley about the Zimmerman verdict. Perry said that the killing of Martin was "without a doubt, a tragic event" but that "we have the best judicial system in the world and we respect it." Perry also said that he thinks "our justice system is colorblind." On the same show, Illinois Gov. Pat Quinn said much of the same: "The American way is colorblind." Quinn also disparaged Florida's "Stand Your Ground" law, saying "we don't have it in Illinois, and we don't want it."

On ABC's This Week, Rep. Karen Bass (D-Calif.) called the Zimmerman verdict "devastating," and that she is "very concerned about the community." Sen. Orrin Hatch (R-Utah), on the other hand, said that "at least from all that I watched, it seemed to me that it was an accurate verdict" and that it appeared to him that justice was served.?

On the same show, Sen. Amy Klobuchar (D-Minn.) said that "going through with the investigation is incredibly important," and Rep. Tom Cole (R-Okla.) called the case "a tragedy that should've never happened. Clearly Zimmerman should've never gotten in that car, shouldn't have had a gun, shouldn't have been out." Cole, addressing the larger race issues surrounding the verdict, said that "we'll be talking about this case for a long time to come."

Asked on Fox News Sunday if?Zimmerman should've been proseucted to begin with, Rep. Steve King (R-Iowa) said no:

My sympathy goes out also to the Martin family and the Zimmerman family for this ordeal that they've been through. The evidence didn't support prosecution and the Justice Department engaged in this, the President engaged in this and turned it into a political issue that should have been handled exclusively with law and order. I regret that this all happened. I'm sorry that it was turned into a race issue by the media. Otherwise, it would have been tried or not tried depending on the laws that were there. This is unfortunate.

And in late into the early morning on Sunday, hundreds of people walked the streets of Washington, trailed by police cars, chanting "No justice, no peace."
